The discussion of the potential development of the China Mega-Embassy at Royal Mint raises awareness of the security risks of the Made-in-China CCTVs again. Hongkongers, who know so well how the Chinese Communist Party is crazy about big-data collection in favour of their dictatorial rule, cannot stay silent!

👉 Urge your local councils to replace the Made-in-China CCTV systems!

In September 2024, Sheffield City Councillor, Tom Hunt, confirmed via email to a Hongkonger who raised this issue at a previous Council Meeting, that Sheffield Council is addressing the data security risks casued by the PRC CCTVs. They are going to
1️⃣ Conduct a full audit of council-managed CCTV systems, and
2️⃣ Replace Hikvision network video recorders (NVRs) to prevent remote hacking threats.

💪 We need you, Hongkongers in other UK cities, to join this initiative by:

沉痛哀悼邵家臻議員 In memory of MLC Shiu Ka-chun

我們懷著無比沉痛的心情得悉2016至2020年度香港立法會議員邵家臻先生於2025年1月10日因胃癌辭世。在此,我們深表哀悼。邵家臻議員畢生致力於社會服務,作為一名專業社工及公共事務工作者,他不懈地為弱勢群體發聲,堅守民主、自由與公義的價值。他對香港社會的貢獻,將永遠為人銘記。

謹代表香港公民代表會議向邵家臻議員的家人及至親好友致以最深切的慰問。願邵議員安息,而他的精神與無私貢獻,將繼續激勵我們為實現一個公義、自由的香港而努力。

It is with profound sadness that we learn of the passing of Mr. Shiu Ka-chun, Member of the Legislative Council (2016–2020), on January 10, 2025, due to gastric cancer. We extend our deepest condolences. Throughout his life, Mr. Shiu dedicated himself to social service as a professional social worker and public affairs advocate. He tirelessly spoke up for the marginalized and upheld the values of democracy, freedom, and justice. His contributions to Hong Kong society will be forever remembered.

On behalf of the Assembly of Citizens’ Representatives, Hong Kong, we offer our heartfelt sympathies to Mr. Shiu’s family and loved ones. May he rest in peace, and may his spirit and selfless dedication continue to inspire us in our pursuit of a just and free Hong Kong.

本會通過關於香港共產政權根據「維護國家安全條例」對「指明潛逃者」實施措施及新增「通緝」的譴責動議

香港公民代表會議(下稱本會)在二○二四年十二月二十四日以傳閱文件方式通過了以下動議:

The Assembly of Citizens’ Representatives, Hong Kong (hereinafter referred to as “the Assembly”) adopted the following motion via circulated documents on 24th December, 2024:  

香港共產政權(以下簡稱「港共政權」)通過非法組成的「立法會」非法頒佈的「維護國家安全條例」,發佈行政通知,指定七名香港公民為「指明潛逃者」並新增六名「通緝」人士,其中包括三名前民選代表,當中一人為本會成員許智峯(另外兩名為前立法會議員郭榮鏗及前區議會議員劉珈汶)。此行動導致這七名被指定「指明潛逃者」的香港「特區」護照被非法註銷,其在香港的董事註冊及專業資格亦被暫停或取消。這些行為明確違反了《關於香港問題的聯合聲明(通稱英中聯合聲明)》中的第3(5)條和附件一(13, 14),儘管該聲明的簽署及實行未得到大多數香港人的同意。

本會聯同28名香港民意代表發表關於港共法庭對2020年立法會選舉民主派初選判決之聯合聲明

香港公民代表會議聯同28名香港民意代表,就香港法庭今日對2020年立法會選舉初選案的判決發出了公開聲明

我們認為本次所謂判決已經證實了香港司法制度的核心原則已被違背,儼已蕩然無存。行政、立法、司法三權都被中共單方面破壞的情況下,英中聯合聲明已等同被中共撕毀。我們要求國際社會:
1 譴責港共政權及法庭的不公義判決並追究責任: 呼籲國際社會認知中共違背並單方面撕毀英中聯合聲明的行為,並採取相應救濟行動
2 制裁所有參與本案的人員(包括法官、檢控本、政府官員及警察高層人員的40人名單)
3 要求國際社會展開營救行動以釋放所有香港政治犯。

The Assembly of Citizens’ Representatives, Hong Kong, together with 28 Hong Kong elected representatives, has issued a public statement in response to today’s court ruling on the 2020 Legislative Council election primary case. The statement asserts that this so-called verdict confirms the core principles of Hong Kong’s judicial system have been fundamentally violated and are now effectively non-existent. With the CCP unilaterally dismantling the separation of powers among the executive, legislative, and judicial branches, the Sino-British Joint Declaration has been rendered void.

We call on the international community to:
1 Condemn the unjust verdicts: Recognize and respond to Peking’s unilateral breach of the Sino-British Joint Declaration and its destruction of Hong Kong’s democratic values.
2 Sanction all involved individuals (full list includes 40 judges, prosecutors, government officials, and senior police officers)
3 Launch rescue efforts to release all political prisoners.

本會通過「六一二動議」

香港公民代表會議(下稱本會)在二○二四年六月十二日以傳閱文件方式通過了以下動議:  

2019年6月12日,為了反對港共政權計劃強行對《逃犯條例》條訂案進行二讀及三讀,香港人自發走上街頭,在金鐘以群眾力量成功阻止法案於當日進行立法程序。期間,香港人及國際社會親眼目睹港共政權藉政府武力—香港警察之手,對香港市民及國際傳媒肆意施暴,見證了香港警隊的敗壞。香港警察無限制地施行暴力,無預警下以催淚彈射向合法集會區的行為,更印證了本已不符合國際人權標準的《公安條例》下警察的無法無天及人權侵犯。本會呼籲香港各界銘記初衷,並在堅守自由、法治及民主制度的精神下,在各地各崗位繼續實踐主權在民的目標。

The Assembly of Citizens’ Representatives, Hong Kong (hereinafter referred to as “the Assembly”) adopted the following motion via circulated documents on 12th June, 2024:

Motion of June 12 (六一二動議)

On June 12, 2019, to oppose the Hong Kong SAR government’s plan to force the second and third readings of the amendments to the Fugitive Offenders Ordinance, Hongkongers spontaneously took to the streets. In Admiralty, through the power of the masses, they successfully prevented the bill from progressing in the legislative process on that day. During this period, both Hongkongers and the international community witnessed the Hong Kong SAR government’s use of governmental force—Hong Kong police— to arbitrarily assault Hong Kong citizens and international media, demonstrating the corruption of the Hong Kong police force. The Hong Kong police’s unlimited use of violence, including firing tear gas without warning into legally assembled areas, further evidenced the lawlessness and human rights violations under the Public Order Ordinance which was already not aligning with the international standard of human rights. Our assembly calls on all sectors of Hong Kong to remember their original intentions and, under the spirit of upholding freedom, the rule of law, and the democratic system, to continue pursuing the goal of “sovereignty for the people” in their respective positions and locations.

2019年6月9日,為了反對港共政權強行推進修改《逃犯條例》,103萬香港人走上街頭,然而當時政府仍然無動於衷,計劃繼續於6月12日進行法案的二讀及三讀,令香港人醒覺沒有真正的民主制度將不會有真正的自由社會。5年以來,在失去自由社會的香港,民主大幅倒退,公民社會被強制瓦解,經濟及民生環境在無能的港共政權及其黨羽的管治下迅速惡化。本會將繼續承接香港公民的民意去連結各界香港人,並呼籲各界繼續同心協力,以不同方式對抗暴政,建設自由光輝香港。

Motion of “9 June Incident”

The Assembly of Citizens’ Representatives, Hong Kong (hereinafter referred to as “the Assembly”) adopted the following motion via circulated documents on 9th June, 2024:

On June 9, 2019, to oppose the Hong Kong SAR government’s forced push to amend the Fugitive Offenders Ordinance, 1.03 million Hongkongers took to the streets. However, the government remained unresponsive and planned to proceed with the second and third readings of the bill on June 12. This awakened Hongkongers to the realization that without a true democratic system, a genuinely free society cannot exist. In the five years since then, freedom in Hong Kong has drastically declined, democracy has significantly regressed, civil society has been forcibly dismantled, and the economic and living conditions have rapidly deteriorated under the incompetent rule of the Hong Kong SAR government and its allies. Our assembly will continue to represent the will of Hong Kong citizens, connecting with Hongkongers from all sectors, and calling on everyone to unite and resist tyranny in various ways to build a free and radiant Hong Kong.

The Assembly of Citizens’ Representatives, Hong Kong, congratulates former Hong Kong district councilor Andy NG Siu-hong on receiving broad support in the Maiden Earley & Whitegate ward of the Wokingham area in the UK local council elections held on May 3, 2024. He was successfully elected as a councillor for the Wokingham Borough Council, continuing to represent the local voters and the Hong Kong community, advocating for the people’s rights.

本會亞太委員會傳閱通過加入在美港人組織關注拜登政府對23條回應不足的聯署

Joint Statement of 24 US Hong Kong Advocacy Organizations on Biden Administration’s Initial Response to Hong Kong’s Article 23 National Security Law

The APAC Committee, Assembly of Citizens’ Representative, Hong Kong joined 23 other Hong Kong advocacy organizations and community groups in a joint statement following the Biden Administration’s inadequate and concerning response to Article 23 in Hong Kong.

We call on the Biden Administration to:

1. Use the authority already provided by Congress to impose sanctions against those responsible for passing, implementing, and enforcing the Article 23 NSL.

2. Offer safe haven in the U.S. to dissidents fleeing the regime.

We call on the Congress to:

1. Bring the HKETO Certification Act (H.R. 1103/S. 490) to the floor for a vote. The legislation has passed both the House Foreign Affairs Committee and the Senate Foreign Relations Committee with overwhelming bipartisan support.

2. Advance the Hong Kong Sanctions Act (H.R. 6153/S.3177) and the Transnational Repression Policy Act (H.R. 3654/S.831) in order to further deter Beijing’s repression.
